European Union list of non-cooperative jurisdictions for tax purposes

The European Union’s Council updated on 6 October 2020 the European blacklist of non-cooperative jurisdictions for tax purposes. 

These are countries that have refused to engage in a discussion with the EU or to remedy shortcomings in good governance for tax purposes at the global level. The purpose if this list is to ensure that the EU’s international partners respect the same standards as the Member States do.

Two countries are added to the blacklist, two were removed.

On October 6. 2020, the European Union’s Council updated the blacklist of non-cooperative jurisdictions for tax purposes in the EU.

For the record, this list is part of the EU’s work to combat tax fraud and tax evasion, this list aims to produce a more pronounced deterrent effect on countries that systematically refuse to play fair in matters of taxation.

The EU’s black-list of tax havens still consists of 12 countries:

  • Barbados has just been added to this list, as well as Anguilla, which is moving from the grey list to the blacklist.

  • The Cayman Islands and Oman have been completely removed from the blacklist.

As a result, are now blacklisted as tax havens: Anguilla, Barbados, Fiji, Guam, Palau, Panama, Seychelles, Samoa, American Samoa, Trinidad, and Tobago, the US Virgin Islands and Vanuatu

Since 2020, the blacklist is updated twice a year. The last revision took place on October 6. 2020. The next revision is scheduled for February 2021.

Furthermore, Bosnia and Herzegovina and Mongolia are removed from the European Union’s grey-list of states that have committed to implementing the principles of good fiscal governance and have begun reforms in this direction. This grey-list now includes 10 countries:

Australia, Botswana, Eswatini, Jordan, Maldives, Morocco, Namibia, Saint Lucia, Thailand, and Turkey.

The grey-list or “watch list” covers countries whose commitments are deemed sufficient by the European Union, but their implantation is closely monitored.
